Hong Kong Monetary Authority: The regulatory system for stablecoin issuers will take effect on August 1

According to online reports, the Hong Kong Monetary Authority today (July 29) issued the "Guidelines for the Supervision of Licensed stablecoin Issuers" and the "Anti-Money Laundering and Terrorist Financing Guidelines" on the regulatory system for stablecoin issuers to be implemented from August 1, 2025, as well as a consultation summary of the two guidelines. Two sets of guidelines will be gazetted on August 1, 2025. The Hong Kong Monetary Authority also issued the "Summary Notes on the Licensing System for Stabilcoin Issuers" related to the licensing system and application procedures, and the "Summary Notes on the Transition Provisions for Existing Stabilcoin Issuers". The Hong Kong Monetary Authority said that as of today, no licenses have been issued. Institutions interested in applying for a license are encouraged to contact the HKMA on or before August 31, 2025, so that the HKMA can convey regulatory expectations and provide appropriate feedback. Licensing will be an ongoing process. If individual institutions believe that they are fully prepared and wish to be considered as soon as possible, they should submit an application to the HKMA on or before September 30, 2025.
