The Trump administration is moving to terminate all remaining federal contracts with Harvard University, marking a dramatic escalation in its ongoing clash with the Ivy League institution, according to WSJ.
A letter from the U.S. General Services Administration (GSA), distributed to federal agencies on Tuesday, instructs them to identify and sever ties with Harvard over alleged racial and antisemitic practices.
Josh Gruenbaum, commissioner of the GSA’s Federal Acquisition Service, signed the letter, which accuses Harvard of engaging in racial discrimination in its admissions and broader student life, as well as antisemitic actions linked to pro-Palestinian protests.
The letter urges agencies to “terminate for convenience each contract that it determines has failed to meet its standards,” and to transition to alternative vendors where appropriate. Agencies were given until June 6 to report cancellations or proposed actions.
“Harvard’s ongoing inaction in the face of repeated and severe harassment and targeting of its students has at times grounded day-to-day campus operations to a halt, deprived Jewish students of learning and research opportunities to which they are entitled, and profoundly alarmed the general public,” the letter states.
This push follows a series of aggressive moves by President Trump targeting Harvard. The administration has already pulled nearly $3 billion in federal grants from the university, citing failure to address discrimination and antisemitism on campus. The Department of Homeland Security (DHS) recently attempted to revoke Harvard’s Student and Exchange Visitor Program certification, which would block the university from enrolling international students—a move temporarily halted by a federal judge after Harvard filed a lawsuit.
In addition to the contract review, Trump has threatened to revoke Harvard’s tax-exempt status and redirect billions in federal funds toward trade schools.

The administration argues that the university has violated constitutional protections and neglected its responsibility to ensure an inclusive and safe academic environment. Harvard, for its part, maintains that these actions threaten its academic independence and has filed a federal lawsuit in response.
