In recent weeks, Musk and the people who work for him have been calling members of Congress directly seeking support, and he has been considering amending a bill introduced May 15 that would begin establishing a basic framework for self-driving cars. One of the people familiar with the matter said options discussed included speeding up passage of the bill or submitting a more detailed similar bill before Congress adjourns on July 4.
