Internet reports that the U.S. Congress has proposed Bill H.R. 5166, requiring the Treasury Department to formulate a custody and management plan for bitcoins acquired by the federal government (including strategic bitcoin reserves). The bill was submitted by Congressman Joyce of Ohio on September 5, 2025 and covers financial services and government appropriations for fiscal year 2026.
