British man James Howells denies giving up on the search for 8000 missing BTC

The Internet reported that earlier this week, multiple posts appeared on social media saying that James Howells, an IT engineer in Newport, England, had officially ended the search for the missing 8000 BTC. James Howells told The Block via private message on social platform X: "No, I didn't 'give up.' The stories circulated outside are partially true, but they are not what they describe." Howells explained that on July 1, he had formally submitted an offer to Newport City Council leaders, legal team and a member to acquire and excavate the Newport Landfill, worth between $33 million and $40 million. To raise capital for the acquisition, Howells had announced plans to launch an Ordinals-based token in October, representing 21% of the value of the lost wallet. According to Howells, despite the considerable amount of the offer, Newport did not respond to or confirm receipt of the offer. So that's the case. If they don't sell, there's no need to buy the landfill through token sales, and I no longer seek to buy the landfill, no longer advance excavation or restoration, and no longer have conversations with the City Council or its representatives. Howells said he had only "shifted" his strategy but had not given up on retrieving lost bitcoins because he was still the legal owner of the 8,000 BTC, citing a January High Court ruling as a basis. The city council may own the hard drive, but they don't own the digital content on it-the 8,000 bitcoins legally belong to me and anyone in the world can verify the balance at any time. Howells said he now plans to tokenize his legal ownership of the lost 8,000 BTC, issue a Bitcoin Layer 2 smart token called CeiniogCoin (INI), and take advantage of the upcoming network upgrade to remove the 80-byte cap on the OP_RETURN opcode in Bitcoin transactions, thereby freeing up more functional space. The token is expected to be launched after October and is scheduled for an ICO later this year.
